Course Description:
This two day course design provides local and state-level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective LOFR on an All-Hazards Incident Management Team. Exercises, simulations, discussions, and a final exam enable students to process and apply their new knowledge (there is no charge to attend this course).

Who Should Attend?

NIMS ICS All-Hazards Position-Specific training should be completed by personnel who are regularly assigned to functional, support, or unit leader positions on United States Fire Administration (USFA) or other Type III All-Hazards Incident Management Team (AHIMT), or by those persons who desire to seek credentials/certification in those positions.

Required Prerequisites:

Students must complete the following FEMA Independent Study online courses and the ICS-300 Intermediate course listed below (copies of your course completion certificates must accompany your application).

1. IS-100.b, Introduction to the Incident Command System (ICS)-

2. IS-200.b, Incident Command System (ICS) for Single Resources and Initial Action Incidents

3. IS-700.a NIMS An Introduction

4. ICS-300, Intermediate Incident Command System (ICS) for Expanding Incidents

5. IS-800.B: National Response Framework, An Introduction
6. ICS-400, Advanced Incident Command System (ICS), Command and General Staff—Complex Incidents


FEMA Student Identification (SID) number

All students attending this course must have a FEMA Student Identification (SID) number in order to receive a certificate of complete from FEMA's Emergency Management Institute (EMI).

FEMA's General Admission Application Form

Students that are approved for the L-965 Resources Unit Leader (RESL) course must provide a FEMA's General Admission Application Form 119-25-1 to Serena Steele of Cuyahoga County Office of Emergency Management at email address Access the Form 119-25-1 at the following link and complete it.

Lodging Information:

Lodging, Meals, Per Diem and all other travel expenses are the responsibility of the student or the parent organization.


Students must enroll via the Public Safety Training Campus and must complete the FEMA Application Form
