Mission:
To administer and monitor federal funds awarded by the U.S. Deparment of Homeland Security awarded to Cuyahoga County and regional partners in an effort to enhance regional preparedness and citizen safety in the event of a natural or man-made disaster.
Overview:
Grant funds obtained by the Department of Justice Affairs, Public Safety Grants Administration are used to acquire equipment, facilitate first responder prevention, preparedness and response training and exercises, enhance public safety communications, and upgrade existing technology in an effort to enhance regional preparedness efforts. Cuyahoga County public safety disciplines and related agencies/municipalities that receive grant dollars include:

The Governance Process:
The U.S. Department of Homeland Security distributes funding to State Administrative Agencies (for Cuyahoga County, the Ohio Emergency Management Agency) across the nation based on the assessed risk of their geographic location. An additional requirement of funding is that each Urban Area (Cuyahoga County) distributes funds and manages preparedness activities through an Urban Area Working Group. The Urban Area Working Group, in coordination with the State Administrative Agency, must develop a preparedness methodology for allocating funding available through the grant programs. The Urban Area Working Group must reach consensus on all grant-funding allocations and then submitted the recommendations to the Cuyahoga County Board of Commissioners.
The Public Safety Urban Area Working Group (UAWG), formerly the Cuyahoga County Emergency Services Advisory Board, is comprised of leadership from various public safety disciplines and related agencies/municipalities within the community. The UAWG consists of an Executive Committe and 9 functional, subcommittees of subject matter experts. Each submcommittee is responsible for assessing local capabilities relative to the Target Capabilities List, a guide to support the National Response Framework and National Preparedness Guidelines. The assessments are intended to to identify capability gaps where grant funds will be channeled to enhance preparation, response and recovery capabilities in an incident of terrorism and natural and man-made disasters.
The Public Safety UAWG, in conjunction with Public Safety Grants Administration personnel, identifies pertinent planning, training, exercise, administration, and equipment needs to enhance our capabilities of preventing, responding to and recovering from acts of terrorism. Their efforts include implementation of standards for interoperable communications, improving and strengthening our technical capabilities that are critical in the event of a catastrophic attack. By coordinating safety and security efforts, Public Safety Grants Administration strengthens the abilities of the community to address unanticipated crises and the consequences of terrorism.

Mission:
To make Cuyahoga County a safe and self-sufficient community through comprehensive planning, resource development, grant management, and staff support to boards, committees and coalitions, improving the performance and community results for criminal justice, juvenile justice and victim service systems.
The Governance Process:
The Criminal Justice Services Agency (CJSA) was established in June 1993 as a division of the Department of Justice Affairs (DJA). CJSA’s mandate was to develop and implement a fair and equitable program for the local administration of funding programs assigned to CJSA by the Board of County Commissioners. In March 1994, the City of Cleveland and Cuyahoga County formalized a policy board, pursuant to the Ohio Revised Code, called the Criminal Justice Services Supervisory Board (CJSSB). On March 8, 2007, under Cuyahoga County's Justice Reform Initiative, the policy board updated the MOU to become the Justice Services Governing Board. The Justice Services Governing Board provides a governance structure through which Cuyahoga County criminal justice system agencies can effectuate a strategic plan for fair and effective criminal justice in the County of Cuyahoga, Ohio and, to that end, the duties and priorities of these criminal justice and other appropriate agencies are defined and they are encouraged and assisted to solve problems and to develop integrated, regional, cost-effective, justice system improvements for the benefit of the community they serve.
